Reeve Tuesti is the former Head of the Urban Development Department for the Shinra Company, as well as the architect who designed Midgar. Following the downfall of Shinra, he has become the leader of the World Regenesis Organizaion, or WRO. An unlikely ally to Avalanche, Reeve initially infiltrated the anti-Shinra group through the use of a robot he designed... an aniamatronic cat known as Cait Sith.
When he later betrayed the group by handing the Keystone to the Temple of the Ancients over to Shinra's Turks, he forced Avalanche to allow him to remain with the group by revealing that he was holding Barret Wallace's daughter, Marlene, and Aeris Gainsborough's mother, Elmyra, hostage. In the end, however, Reeve decided that his loyalties lay not with the corrupt company, but with those attempting to save the planet.
When Shinra's headquarters in Midgar was destroyed, and along with it much of the company's power, Reeve decided that it was time he really did something to help others in the wake of Sephiroth's destruction. Forming the WRO, he has set out to restore order to the chaos that has decended upon the world.
Three years following the defeat of Sephiroth, people have finally made some headway into rebuilding their lives. But when a group penetrates deep into the ruins of Midgar, they unwittingly unleash one of Shinra's darkest secrets. Sealed away for years in a facility known as Deepground, thousands of biochemically altered soldiers have been waiting for just this opportunity. They escape from their imprisonment, and people suddenly begin to disappear.
Reeve and his team work hard at piecing together the truth about what lies below Midgar. Working from partial records and fragments of files, they learn the truth of the human experimentation carried out deep below the city. Realizing that he needs help, Reeve contacts Vincent and asks him to meet him in the small town of Kalm, drawing a very reluctant Vincent into the fray.
